Why a municipal debt management webinar series?
Ensuring sustainable capital financing is one of the most important challenges for long-term financial health faced by Ontario municipalities. Debt is a powerful tool that can help municipalities face this challenge. Debt can provide many benefits such as distributing the benefits and costs of infrastructure more fairly over time as well as ensuring the funding of urgent capital projects when other sources are not available. However, like all tools, debt is not without risk as excessive indebtedness can compromise financial sustainability and flexibility.
The current municipal environment is a good moment to reflect on how municipalities can use debt strategically considering its potential benefits and risks. Asset management planning highlighted significant capital funding challenges faced by municipalities. At the same time, municipalities must assess to what extent they can take advantage of the current low interest rate environment. This decision-making is further complicated by the uncertainty that characterizes the current municipal fiscal environment as a result of the Pandemic.

What is the goal of the webinar series?
MFOA has developed a series of webinars with the aim of helping finance officers develop an understanding of the wider context as well as the approaches that they can adopt to make long-term debt decisions. These training opportunities have the objective of assisting participants to address the following four questions:
  • What are the key elements of the municipal environment that should be considered when establishing a debt management policy and making long-term borrowing decisions?
  • What criteria and indicators can a municipality use to evaluate to what extent debt is an appropriate capital funding option?
  • How can my municipality set an appropriate debt limit considering its unique conditions?
  • What would be the process that the municipality would follow to issue long-term debt?

What will you learn in each webinar?
MFOA will offer the series of four webinars to be held in June 2021:
  • Webinar 1 will focus on the general context, principles and criteria that municipalities can consider when deciding on the role that debt will have on their capital funding strategies.
  • Webinar 2 and Webinar 3 will adopt a more practical approach to illustrate how municipalities can analyze whether debt is an appropriate funding option and set an appropriate debt limit considering their unique conditions.
  • Webinar 4 will focus on the process of debt issuance considering the different alternatives for long-term borrowing available to municipalities in Ontario.
