Making municipal long-term debt decisions: context, principles, and criteria
Session Overview:
In this webinar, participants will get an overview of the municipal environment, including the legislative context, in which debt management decisions occur. They will also learn what are the objectives and principles that they can use to inform debt-management decision-making. Lastly, selected financial indicators will be discussed to identify and assess operational risks related to long-term debt will be discussed.

Municipal Finance staff of all levels interested in developing a better understanding of municipal long-term debt.

About the key features, challenges and opportunities of the context of municipal borrowing in Ontario.
To recognize how debt management relates to long-term financial planning, strategic plans, growth plans, growth management strategies, provincial growth policies, asset management, capital budgeting, as well as reserves, reserves funds and development charges policies.
The main features of the legislative context that must be considered when making long-term borrowing decisions.
To recognize the rationale behind the common objectives and principles set out by municipalities in their debt management policies.
To identify and assess operational risks related to long-term debt by calculating commonly used financial indicators.

About your speakers:
Donna Herridge, Executive Director, Municipal Finance Officers’ Association of Ontario (MFOA)
Donna is the Executive Director of the Municipal Finance Officers’ Association (MFOA) of Ontario. Donna is CPA CA with 25 years of municipal finance experience. While she has held a variety of municipal finance positions - her focus was on "forecasting the future" through budgets and longer time horizons such as Asset Management and Long-Term Financial Plans. Donna is a past President and Board member of MFOA and currently sits on GFOA’s Committee on Canadian Issues.
Heather Douglas, Partner, WeirFoulds LLP
Heather is a partner at WeirFoulds LLP, a law firm that has had government law as one of its pillars for more than 160 years. Heather has more than 30 years of municipal finance experience and acts as counsel in connection with municipal long-term financing transactions involving more than two and a half billion dollars each year. She regularly acts on innovative municipal financing transactions. Most recently she acted on the first Canadian municipal green debenture issuance, the first Ontario municipal promissory note program and the first Canadian municipal social debenture issuance.
Margaret Murphy, Associate Director, Budget Planning and Strategy, Regional Municipality of Niagara
Margaret is the Associate Director, Budget Planning and Strategy at the Niagara Region. She is a CPA, CMA with over 30 years in municipal finance. Margaret has been involved in a number of exciting program areas dealing with accounting and finance – from budgeting and financial forecasting to managing investment portfolios and undertaking debt financing in the capital markets as well as with Infrastructure Ontario. She is actively involved in the local university and college accounting programs, sitting on advisory and interview panels and mentoring future CPAs. She is a member of CPA Canada’s, Competency Map Review Committee and is both a session leader as well as a facilitator in the CPA Ontario Professional Education Program.
