Debt issuance process

Session Overview:
In this webinar, participants will get an overview of the process that municipalities follow to borrow long-term in Ontario. Different long-term borrowing alternatives will be considered including borrowing through the Infrastructure Ontario loan program and issuing debentures in the capital markets with the support of a bank or bank syndicate.

About your speakers:
  • Craig Dyer, Commissioner, Corporate Services and Chief Financial Officer, Regional Municipality of Waterloo
    Craig is the Commissioner, Corporate Services and Chief Financial Officer at Regional Municipality of Waterloo. Craig’s career in the Ontario municipal sector spans 33 years, with 20 years as a Treasurer/CFO. Craig provides leadership and expertise in the development of municipal budgets, financial plans, policies and strategies that promote sustainable, long-term municipal financial health. He currently provides management and oversight of the Corporate Services Department (approx. 275 staff) comprising of corporate finance, facilities/fleet management, information technology, and risk management. Craig has extensive experience working with municipal councils, local boards, senior levels of government, fiscal agents, bankers and auditors, and is currently Chair of the Ontario Regional and Single Tier Treasurers group. Craig was the recipient of the 2020 Municipal Finance Officers’ Association Leadership Award.

  • Heather Douglas, Partner, WeirFoulds LLP
    Heather is a partner at WeirFoulds LLP, a law firm that has had government law as one of its pillars for more than 160 years. Heather has more than 30 years of municipal finance experience and acts as counsel in connection with municipal long-term financing transactions involving more than two and a half billion dollars each year. She regularly acts on innovative municipal financing transactions. Most recently she acted on the first Canadian municipal green debenture issuance, the first Ontario municipal promissory note program and the first Canadian municipal social debenture issuance.

  • Michael Dorman, Senior Relationship Manager, Infrastructure Ontario. Michael is a Senior Relationship Manager at Infrastructure Ontario. For over nine years’, Michael has been helping municipal clients secure affordable, long-term financing for local infrastructure projects. Previously, Michael has worked as a Commercial Underwriter, as well as held several other banking roles in the private sector. He graduated from Mount Saint Vincent University with a degree in Business Administration.

  • Karen Yeung, Director, Government Finance, CIBC Capital Markets. Karen has almost 20 years of experience in the capital markets, of which the last 16 years have been with CIBC. She is responsible for advising Canadian municipalities and provinces on financing solutions in the debt market. She holds an undergraduate degree in Finance and Marketing from Simon Fraser University. Originally from Vancouver, Karen resides in Toronto with her husband and two young daughters.
