Debt Analysis for mid-size and large municipalities workshop

Session Overview:
In this workshop, participants will get hands-on experience with the evaluation of criteria for assessing the extent to which debt is an appropriate funding option of capital plans. Participants will also acquaint themselves with debt analysis techniques that can inform the setting of an internal debt limit for a municipality with more than 20,000 residents. The sessions will start with two presentations by municipal senior practitioners with extensive experience in the management of long-term debt. Afterward, the participants will go into breakout rooms to complete a group exercise based on case studies. Finally, the participants will regroup for a final discussion of the findings and insights that emerged from the group exercise.

Who should attend?
Municipal Finance staff of all levels interested in developing a better understanding of how mid-size and large municipalities can assess the extent to which debt is an appropriate funding option of their capital plan and set appropriate internal debt limits.

  • To identify the main criteria and related indicators for assessing whether debt is an appropriate funding option.  
  • To assess common criteria that can be used for assessing the extent to which debt is an appropriate funding option of a capital project.
  • To identify the different approaches available to municipalities to inform the setting of an appropriate internal debt limit for a small municipality. 
  • To conduct a basic benchmarking and scenario analysis to inform the setting of an appropriate internal debt limit for a mid-size or large municipality.

About your speakers:
  • Martin Galczynski, Manager, Financial Planning & Policy, City of London
    As a member of the Financial Planning and Policy Group, Martin’s focus is on supporting and overseeing the corporate operating budget portfolio and the treasury portfolio. After over a decade of working in both the public accounting and not-for-profit sectors, Martin joined the City of London in his current role. While supporting and moving forward the City’s Multi-Year Budget, he also plays a role in the strategic management of the City’s cash, investment and debt programs.

  • Nicole Pincombe, Director, Business Planning and Budgets, Regional Municipality of Durham

    Nicole is the Director, Business Planning and Budgets at the Region of Durham.  She is a CPA, CMA with over 15 years experience in municipal finance.   Prior to joining the Region in 2015, Nicole was the Executive Director of Finance/Treasurer for the City of Oshawa.  At the Region of Durham, Nicole leads the development of the Region’s long-term financial forecasts, annual business plans and budgets, and corporate asset management program.  Nicole and her team have recently initiated a multi-year project to review and modernize the business planning and budget process which includes reviewing and streamlining processes, procuring and implementing a new integrated business planning, budget and forecast system and embedding enhanced public engagement into the annual process.  In her spare time, Nicole is a member of the Board of Directors and Treasurer for a local non-profit organization providing personal support and assisted living to adults with physical challenges so they can remain independent in their community.
