Municipal Finance 101 - A Fundamentals e-Learning Course
Municipal Finance 101 e-Learning is a customizable foundation course that covers the fundamentals of municipal finance, including legislation that impacts the role of Ontario finance officers. The course provides comprehensive theoretical and practical knowledge to help finance offers manage their responsibilities on a day-to-day basis.
Participants will be able to customize their learning experience by choosing topics that are relevant to their interests and needs. Complete 12 of the 14 modules outlined below.

Note:
After you demo the first chapter and decide to register, you will be required to complete the module in its entirety in order to receive the certificate of completion for this course.

Course content includes:
Overview of the municipal sector; background, structure, service responsibilities
Discuss the key sections of the Municipal Act that pertains to finance
Intergovernmental Finance; role and review of the transfer system
The fundamentals of accounting and financial reporting, PSAB compliance
Best practices and principles of long-term financial planning and capital planning
Service cost and pricing strategies; user fees vs. taxation, cost recovery, asset management
and much more!
Evaluation – How It Works:
At the end of each module, participants are required to complete a test for which the passing grade is 80%. The test may be attempted up to three times. A passing grade is not required in order to move on to the next module. Participants who complete all modules and tests (regardless of score) will receive a certificate of completion.
Duration:
Participants will have up to 60 days of unlimited access to complete all 12 modules

CPD CREDITS:
MFOA Training Programs may be eligible for continuing professional development credits. Please check with your professional association to confirm the number of credits for your personal CPD record. We encourage all participants to track their hours independently for a more accurate reflection of time spent on course if submitting hours to a professional association. The estimated time to complete this course is 12-14 hours, depending on how many modules are completed. A copy of your order confirmation email can be used as documentation to support your CPD declaration.
Refund and Cancellation Policy for
e-Learning Courses:
Prior Access to the Course:
Full refund, less $50+HST administration fee, can be provided if cancellation is made by email

to accessing the e-Learning course. Cancellations must be requested by emailing

. Participants will have unlimited access to the course for up to 60 days. Participant substitutions/transfers are allowed
prior
to accessing the e-Learning course (no admin fee).
Post Access to the Course:
50% of the course fee, less $50+HST administration fee, can only be provided to participants who have completed less than 50% of the course.
No refunds
will be provided if 51% or more of the course has been completed.
