2020 Fall Provincial Pre-Budget Submission




MFOA has submitted comments to the Ministry of Finance as part of the Fall 2020 pre-budget consultations. Our recommendations reflect the ongoing COVID-19 pandemic and the unique challenges and needs of municipalities today. 

MFOA's Recommendations for the Fall 2020 Provincial Budget:

  1. Cancel the planned further downloading of public health and childcare costs to municipalities.
  2. Maintain committed transfer payments as planned until 2022, as well as 2021 Provincial Gas Tax allocations in 2022 and release complete information about infrastructure programs past and present as soon as possible.
  3. Take a whole of government approach to reporting.
  4. Work closely with municipalities to learn “on the ground” lessons to successfully plan for the challenges ahead.

How Did We Get Here?


As you may know, MFOA has compiled a series of reports during the pandemic to highlight the impact of the pandemic on municipalities and municipal finances. The recommendations included in our pre-budget submission complement our previous recommendations and are a part of our overarching approach of advocating to the Province on behalf of our members. The chart below highlights the process that informed our thinking as well as what is coming down the pipeline for pandemic-related advocacy work.
