MFOA Pandemic Advocacy Paper #2: Infrastructure
MFOA's second report in its series on the impact of the COVID-19 pandemic on municipal finance presents a municipal finance officer's perspective on key considerations in the development of an infrastructure stimulus program.
Three objectives guide the report's recommendations: leave municipalities in a financial position to continue to offer vital services (no ongoing major financial burdens that will impair them for years); maintain essential services during the pandemic and into the recovery period; and develop infrastructure stimulus programs that revive the economy now and offer lasting community benefits.
