I am a seasoned professional in municipal finance and have served on the MFOA board for the last year filling a vacancy. I have enjoyed the experience and see tremendous value in the organization. I believe the training opportunities including the annual conference are essential to municipal finance staff and MFOA is a much-needed resource center that brings us all together on joint issues.
I have been working in municipal finance for 24 years and have a wide range of experience; coupled with my education which positions me well to represent my colleagues as a Director on the MFOA Board. I have my accounting designation CPA, CGA (2001) and I completed a Master of Public Administration (MPA) degree from the University of Western Ontario’s local government program (2012). I grew up in Niagara Region and attended Brock University for my undergraduate business degree. My husband and I, with our two children, now live in Hamilton. My current role for the past four years has been Treasurer, Director of Corporate Finance at the Region of Peel which comprises Brampton, Mississauga, and Caledon.
I started my career in municipal government as a Deputy Treasurer in my hometown of Lincoln, from there I moved to Deputy Treasurer in the City of Welland and then on to Treasurer in the Township of West Lincoln (with a short stint as Acting CAO), all within Niagara Region. My first role in Peel was Manager, Billing, then on to Manager, Development Charge Financing and Financial Policy. I moved to working in Hamilton as Manager, Accounting Services and then returned to Peel in my current role.
My experience in all sizes and structures of municipalities (lower, upper and single tier) gives me a unique perspective of the issues faced across the sector while appreciating the various differences. In general, no matter what size and structure, many of our primary concerns are similar and MFOA acts as a link for municipal finance staff providing advocacy and supporting the advancement of the municipal Finance profession. The efforts of municipalities in conjunction with MFOA and others has proven the value of collaboration which led to provincial safe restart funding. I am an advocate of stakeholder relations and training/development. I believe collaboration is the way forward for municipalities. The pandemic has shown how we can adapt, provide education, and connect through the MFOA discussion forums. MFOA is an important resource for many of us and a great association to bring local finance officers together in a very complex and constantly changing environment.
Consider voting for me so I can continue the work that I’ve started over the past year in advancing MFOA’s Strategic Plan and allow me to apply my experience, knowledge and vision to assist my Board colleagues and MFOA staff to serve you and your needs. Thank you and enjoy the summer!

|8||André Morin||What interests will you represent on the Board?|
My Municipal experience spans 17 years, mostly with small/medium Municipalities. I spent 8 years with the Town of Atikokan, 4 years as Treasurer and 4 years as CAO. I have a great deal of respect for the Northwest and understand the unique challenges they face. As part of my time with Atikokan, I also served on the NOMA board for 2 years. I then moved to South West Ontario and spent approximately 6 years with the City of Stratford as the Director of Finance; overseeing Finance, Tax, IT, and Clerks divisions. From September 2017 to May 2019, I worked as a Regional Manager, Municipal & Stakeholder Relations for MPAC. I am now back where I belong with the Town of St. Marys as Director of Corporate Services/Treasurer. As you can see, my municipal experience provides me the proper background to represent not only the small rural municipalities, but also the geographical complexities of the North and the Southwest. As well, my experience has been with Single Tier municipalities with the resources of a small community but the challenges of bigger centres.
What is your vision for MFOA over the next 10 years?
I would like to see municipalities in Ontario be more organized and consistent as a whole. I believe MFOA and the other municipal associations have done a great job over the last few years of being more collaborative; I would like to see that continue to improve. As a collective, we will have more ability to encourage positive change – MFOA should play a key role as almost every municipal issue comes back to municipal finances.
As well, I would like to see our members go from being “Municipal Finance Leaders” to “Municipal Leaders”. More and more the role of Finance leaders is evolving – how can we make sure our members are prepared.
Lastly, MFOA’s key function as a resource for everything regarding municipal finance must continue and ensure the resources reach those needing it most – our smaller, less resourced municipalities.
What will you accomplish as a Board member for the 2022-2024 Term?
For me it is simple – what I love about the municipal sector is that we are always willing to share with each other information, experiences, best practices, etc. I have been fortunate to learn from my peers over the years, and it is now time to give back. I want to share some of the what I have learned along the way, and hopefully be able to help some of my colleagues overcome some challenges they are experiencing.

|10||Gord Quinton||An experienced and well respected financial professional in Chatham-Kent where we “Cultivate Growth, Shore to Shore”, Gord has been instrumental in turning Chatham-Kent finances around and achieving high growth with fiscal responsibility. Chatham-Kent has become a destination for digital nomads and Canadians wanting a better life in a temperate rural / urban setting with a rich history in culture and agriculture. With some of the most challenging financial circumstances due to geography and low population density, Gord has been instrumental in bringing sensible but aggressive policies to Chatham-Kent to attract growth.|
Gord is a Chartered Professional Accountant with an MBA and an Honours BA in Economics and is the Chief Financial Officer / Treasurer and GM, Finance, Budget and Information Technology & Transformation at Chatham-Kent and is a key member of Chatham-Kent’s Executive Management Team. Gord has worked in municipal finance for 26 years and has progressed through roles of Financial Analyst, Supervisor of Accounting Operations, Director of Financial Services, Director, Budget and Performance Services in charge of preparing, presenting and managing Chatham-Kent’s $360+ million operating budget. Gord is an active member and contributor to many municipal organizations, and has years of experience in other outside boards and volunteer committees.
Representing a rural/urban single tier municipality in the Western region of Ontario, Gord would represent all types of Ontario municipalities on the MFOA Board of Directors. Chatham-Kent’s population is 106,000 and includes dozens of unique towns and villages each with their own prideful residents. Bringing consensus to tough challenges and consulting with all stakeholders is important. Over the next 10 years the MFOA has to ensure all areas of Ontario recover from the pandemic and ensure financial strengths of municipalities are not threatened. We need to continue MFOA’s leadership and support to all 444 municipalities. We need to lobby for enhanced permanent funding sources, particularly a share of the HST, as traditional brick and mortar retail continues to shift on-line. Federal Gas Tax revenues need to be replaced as we transition to electric vehicles and a lower carbon world. Municipalities need to lead our communities to a zero carbon society with logical transitions supported by all levels of government, and the MFOA needs to lead the policy and regulatory changes. Our financial challenges are changing but our infrastructure continues to age and need enhanced upper level supports along with reasonable property tax contributions. Gord will lead the MFOA Board to study the issues, bring forward workable solutions, and push hard to fund our Asset Management Plans and climate change solutions.

|3||Sue Dent||"Where the heck is Blind River?" If you have ever driven the Trans-Canada (Highway 17) between Sudbury and Sault Ste. Marie, then you have driven through Blind River! We are a small (2016 census population = 3,472), northern municipality. I was appointed to the MFOA Board in April of this year to fill a vacancy. I would like to continue to be a voice on the MFOA Board that ensures that our small and northern municipalities with our unique challenges and opportunities are not forgotten or overlooked. We have much to add to the conversations!|

I was honoured to be recognized at last year’s MFOA Annual Conference with an Engagement Award.
- City of Kitchener (lower tier) – 10 years
- Town of Saugeen Shores (lower tier) – 7 years
- Town of Blind River (single tier) – 3+ years
I believe strongly in the work that MFOA is doing. I am a supporter of the training that MFOA provides (and had all the Town of Blind River Directors to take Municipal Finance 101!). I would actively encourage MFOA to expand their eLearning opportunities. This would be valuable for those who are unable to take time away from the office or are restricted due to their remote locations. The Virtual Library is a great resource especially in the smaller centres that do not have the staff to dedicate a lot of time to research and develop required policies and procedures. I would like to see this become a one-stop-shop for best practices among municipalities of all sizes. In the coming years, MFOA needs to continue with its research and policy development and to advocate for all municipalities with respect to current and proposed legislation.

|2||Caleb DenOuden||Caleb is the Acting Deputy Director of Finance at the City of Quinte West, a single-tier municipality with a population of just under 50,000. With 10 years of experience at the City, Caleb last represented the MFOA as President of the YPN (Young Professionals Network) in 2014.
1) What interests will you represent on the Board? (ex. geography, size, experience)
2) What is your vision of where the MFOA should be headed in the next ten years?
- As an eastern Ontario municipality with a mix of urban and rural populations, Quinte West experiences many of the same challenges as our peers. In the last ten years I have worked as Financial analyst, Supervisor, Manager and now Acting Director of Finance. I have benefited from the training and networking provided by MFOA. I will represent municipalities in issues around: Asset Management, Using Technology to improve services, and Provincial Policy discussions.
3) What will you accomplish as a Board member for the 2022-2024 term?
- MFOA should continue its great work in providing municipalities with services that are not feasible for individual municipalities to accomplish on their own. This includes training services, investing options, and shared information.
- MFOA should continue to be actively involved in discussions on Provincial Policies. As an example, Asset Management requirements need to have more specific parameters and shared resources to ensure results are consistent across all municipalities.
- Data and openness will become a more pressing issue over the coming years. Data collection and reporting that ensures transparency and comparability is important for the finance departments to build trust with councils. MFOA will need to assist with resources and/or advocate for the province to improve upon the FIR.
- Asset Management: We need to determine how municipalities are going to maintain asset management planning in a sustainable and consistent way. MFOA will need to advocate for the next level of AM Planning that encourages the use of shared resources and common parameters for evaluating results.
- Continue to advocate for Provincial Policy that requires; i)consistent funding with less application-based funding programs, and ii) outcomes that outweigh the costs of implementation
- We need to ensure we protect municipal funds and data from cyber-attacks
- Discuss different options for municipal insurance issues
- Finding ways to deal with the staff turnover in the Municipal Finance Workforce and assisting municipalities with shared resources for tasks and projects that are more specialized
- Discuss creative ways to protect municipalities from Inflation and expand the use of the Prudent Investor standard to more municipalities that can benefit from it.

|6||Cindy Laprade||I have worked in various business and government sectors during my career, including the Federal Government, 25 years (Treasury Board, CRA, RCMP, Transport Canada); Municipal Government, 11 years (Township of Rideau Lakes, City of Gloucester); Hydro Ottawa, 4 years; Non-Profit, 1 year (Conference Board of Canada); Self Employed, 4 years. Yes, I have been working for a very long time and have gained an extensive amount of experience over the past 45 years. I retired from the Federal Government in 2016 and immediately started working as the Treasurer for the Township of Rideau Lakes.|
Every year something new happens. As financial leaders in our municipalities we must keep pace with changes in legislation, changes in PSAB standards, changes in technology, pandemics, etc. Life as a Municipal Treasurer is never boring and often challenging. What I have come to rely on is the networking that we all have with each other. The fact that we can, and do, reach out to each other for advice or assistance is a tremendous asset. MFOA has become a highly valued organization for me to turn to for information sharing, best practices, training, policy writing and networking. We all do better when we work together and support each other. Why re-invent the wheel when we can borrow the wheel from someone else?
If elected to the Board of Directors for MFOA I will represent the interests of small rural townships in Ontario. Townships with limited human and financial resources. The Township of Rideau Lakes has a population of 10,207 with a geographic area of 729.09 km2. The township’s annual Operating and Capital Budgets for 2021 are $14M and $5M respectively with 37 full time staff.
I am a member of MFOA Accounting and Financial Reporting Committee. The work on this committee is integral to helping all Treasurers in Ontario understand changes in PSAB standards that affect information reported in the Financial Statements. I would like to see MFOA’s involvement with PSAB continue to grow. PSAB needs to understand the constraints that small municipalities work under when they create new accounting standards. We do not have unlimited dollars or human resources and it can often be difficult to implement these new standards or even to fully understand what is required, e.g., Asset Retirement Obligations.
If elected I would like to see continued support for municipalities in the form of training, policy writing (templates) and networking. MFOA is a leader in these areas, and I would like to see that continue to grow. I would like to see financial training developed that Treasurers would give to Councillors, e.g., How to Read a Financial Statement; How to Read a Budget Variance Report; Why it is Important for the Tax Rate to Keep up with Inflation; Why are Reserves Important; What is the Difference between a Capital Expenditure and an Operating Expense, etc. There is so much that they need to understand to make informed decisions. We are the best people to explain this to them.

She has served as President of the Renfrew County Clerks and Treasurers Association, Director of the Zone 6 Executive and Director at Large of the Association of Municipal Mangers, Clerks and Treasurers of Ontario. She has acted as moderator at AMCTO Leadership Forums and Presenter at AMCTO’s Annual Conferences. She has obtained her CMO and AOMC designations along with her Diplomas in Municipal Administration and Municipal Management. Her experience will bring a small urban and rural municipality’s perspective to the Board. She promotes the right balance of municipal knowledge, professional leadership, financial management and effective communication through her education and experience. In the next ten years she would like to see MFOA promoting municipal government as a career of choice within the finance sector. Working with educational institutions and the upper levels of government to provide mentorship and internship opportunities that will encourage new finance professionals to seek employment in municipal government. Coming from the private sector herself she often promotes how rewarding it can be. |5||Jennifer Hess||Thank you for the nomination, I am very excited by this possibility to be part of the MFOA Board of Directors, let me introduce myself.
Currently, I am the Manager Development Finance and Long Range Financial Planning with the Town of Whitby. I have 20+ years of finance experience, the last 12 with the Town of Whitby in the Financial Services Department. I am married and the mother of two teenagers.
Over the last couple of years, I have had the benefit of being on the MFOA Research and Policy Committee, and also participating in the MFOA DC/CBC Sub-Working Group; in addition, you can often find me participating on the monthly municipal forums.
What interests will you represent on the Board?
Although Whitby is a large municipality on the east side of the GTA, I am a small town girl at heart, having grown up in Brockville Ontario. I have a wide range of experience in the municipal sector including budgeting, capital forecasting, asset management, development charges, reserve forecasting, policy development, long range financial planning and more.
What is your vision of where the MFOA should be headed in the next ten years?
I would love to see the municipal collaboration that has increased with the help of MFOA over the past couple of years, continue to expand.
We are all unique in our own way, size, geography, rate (or lack of) growth, asset age, priorities of Council, tax base etc.; these all effect what we dream of doing and what we can actually do. However at the end of the day, we are all playing by the same legislative rules; by learning from each other, and by helping each other, we can all benefit.
What will you accomplish as a Board member for the 2022-2024 term?
Post COVID-19 will be an UNK UNK (to borrow a past MFOA conference take away), we are dealing with the unknown unknowns. We don’t know what challenges as municipal finance leaders we will have to address, and collaboration will be the key to help us navigate the next couple of years. I would like MFOA to continue to gather the voices from across the Province to improve networking, sharing, and learning opportunities. Our people and our knowledge base is MFOA’s greatest asset, we should continue to tap into that, no municipality should ever stand alone.

I know that I can help contribute as a representative for smaller municipalities under 15,000 population because I am dealing with the same issues. We have extremely limited resources to address the requirements being imposed, especially new regulations for asset management, Asset Retirement Obligations (ARO) & Financial Instruments (FI), etc.
To assist MFOA, I would draw from my fifteen (15) years’ experience in the municipal finance world, ten (10) of which have been spent as the Treasurer for Central Frontenac Township. I will also draw from 10 years spent in the private industry. I fully appreciate the need to assist Treasurers in smaller organizations to achieve our daily tasks and strategic changes that will improve efficiencies for the current and long term finances of municipalities. Central Frontenac Twp is located in Eastern Ontario in the heart of the Land O’Lakes Region and Frontenac County, approximately midway between Toronto and Montreal, & north of Kingston. Central Frontenac has a permanent population of approximately 4,600 and swells in summer.
Other Issues at the forefront of our ever changing landscape as Treasurers that I will represent are policy & process changes related to COVID-19, Asset Management, ARO’s, FI’s, and Succession Planning.
I fully realize that Asset Management is a demand on our limited resources, but proper management will result in more efficient service delivery; making it worth every effort!! Automation can free up some resources for a deeper, thorough, impactful analysis.
Where there are changes, there are questions. I will work hard with MFOA to help Treasurers understand the impact of those changes.
Succession Planning is challenging, therefore I will help MFOA promote the municipal world to younger generations & the current workforce.
My vision for where MFOA should be headed in the next 10 years is to continue the great work they are doing to support municipalities, especially the smaller municipalities. I will also help fellow treasurers and finance staff increase efficiencies through the use of affordable next generation technologies because it is the little wins that add up to less stressful days. Although we are very busy, I would like to help us with mindfulness in everything that we do, and to make the most of every moment!!
As a board member for the 2022-2024 term I will do my part to guide MFOA along the right path in supporting all municipalities in their daily task. I will accomplish every task put in front of me to the best of my abilities. I will research & suggest any affordable latest & greatest technology/tips & tricks to help us be more efficient in our duties one small task at a time.
