The housing crisis in Ontario must be addressed through efforts from all three levels of government. In recent months, housing has become the forefront of policy issues in Ontario through the Provincial-Municipal Housing Summit, the Housing Affordability Task Force Report, and Bill 109, More Homes for Everyone Act, 2022
, which received Royal Assent on April 14, 2022. MFOA recognizes the role of municipal finance in housing and has provided responses to provincial consultations and developed resources for members.
Housing Affordability Task Force Report
MFOA's response to the Task Force Report can be found below. While the report offers many suggestions in the areas of planning and governance, MFOA has limited its comments to the recommendations that specifically affect municipal finance. Overall, MFOA’s response is based on our extensive advocacy work surrounding development charges and is grounded in three guiding principles:
a) Growth should pay for growth on a place-by-place basis
b) Complete, vibrant communities are good for everyone
c) Provincial legislation related to municipal governance should be enabling and permissive
