FIR Updates: 2025, 2026, and 2027
The Financial Information Return (FIR) is the Province of Ontario’s primary tool for collecting municipal financial data.
It is updated annually to reflect changes in:
Public Sector Accounting Board (PSAB) standards
Provincial legislation
Evolving data needs
This webinar will walk participants through the proposed accounting and non-accounting changes to the FIR for the years 2025, 2026, and 2027, including:
Updates to the classification of housing and homelessness services data in the 2026 FIR
Proposed changes for the 2027 FIR in response to the new PSAB reporting model (PS 1202 Financial Statement Presentation)
Proposed revisions to the Reserves/Reserve Funds schedules in the 2027 FIR
A review of common FIR completion errors and how to avoid them.
Who Should Attend
Municipal finance staff members that complete or oversee the completion of the FIR.
Anyone who uses the FIR for the purposes of research and analysis.

About your Speaker:
Joanna Alpajaro is a CPA working as the Municipal Finance and Accountability Specialist with the Municipal Finance Policy Branch of MMAH. She has been in this role since January 2022. Previously, she worked as the Deputy Treasurer for an upper tier municipality in Southwestern Ontario, providing oversight over municipal finance and accounting systems and providing leadership and direction to department heads in the preparation of budgets, future financial projections, and capital plans. Prior to that, she worked as a municipal auditor with an accounting firm, auditing both upper and lower-tier municipalities.
