Operationalizing and Integrating Asset Management – Part 4: Analysing Capital Priorities Across Service Areas

As part of the ongoing Asset Management training series, the following outlines a NEW training session from the recently launched Asset Management Roadmap 3.0.

ABSTRACT: This session offers practical techniques to evaluate and compare capital needs across diverse municipal departments. Participants will learn how to develop department-agnostic financial projections and apply consistent criteria—such as risk, level of service, and asset condition—to prioritize investments and develop transparent, defensible capital plans. The two-part webinar emphasizes data-driven decision-making, provides approaches to analyze trade-offs, and supports long-term financial planning. The session will also look at common obstacles and ways to coordinate priorities across service areas, align with strategic goals, and make informed infrastructure investment decisions.


SPEAKERS: 
Benjamin Koczwarski, Principal, UrbanRe
Benjamin is a municipal asset management specialist with over a decade of experience helping Ontario municipalities build practical, regulation-compliant asset management systems. Through coaching, training, and direct support, he guides communities through key requirements such as lifecycle costing, levels of service, and risk assessment. He is a Principal at UrbanRe, an Ottawa-based agency that also supports the integration of climate adaptation into infrastructure planning. Benjamin brings extensive experience delivering workshops, facilitating interdepartmental collaboration, and translating complex data into clear, actionable strategies for staff and councils.

Cassandra Pacey, CPA, CGA, Manager of Asset Management, City of Waterloo (August 21)
Cassandra is the Manager of Asset Management at the City of Waterloo and Chair of the Canadian Network of Asset Managers. Since joining the City in 2003, she has held key roles including Financial Analyst, where she led the development of Waterloo’s first long-term financial plan. With a decade of prior experience across retail, distribution, and automotive sectors, Cassandra brings a broad perspective to municipal asset management. Her leadership has strengthened cross-departmental collaboration—particularly in finance, engineering, and climate action—embedding asset management into core City operations. Through her strategic vision, Cassandra has elevated the profile of infrastructure management within the City and beyond.
 
Leanne Brannigan, Senior Manager of Enterprise Asset Management, Region of Peel (August 26)
Leanne is the Senior Manager of Enterprise Asset Management at Peel Region with overarching responsibility for more than $52 Billion in diverse infrastructure ranging from Water Linear through Social Housing and everything in between. Leanne was key in establishing the internal relationships necessary for rolling the program out across all of Peel’s diverse Services to set organizational priorities and inform evidence-based decision making supporting a ‘Community for Life’. Leanne has also leveraged her experience and passion as the founding Chair of AMONTario, the Past Chair of CNAM and served as a member of FCM’s MAMP Technical Working Group for its entire term.
