Operationalizing and Integrating Asset Management – Part 2: Aligning Asset Management Plans with Strategic Asset Management Policy Principles
As part of the ongoing Asset Management training series, the following outlines a NEW training session from the recently launched Asset Management Roadmap 3.0.
ABSTRACT:
This session builds on asset management foundations by focusing on alignment between Asset Management Plans (AMPs) and the principles your municipality’s Strategic Asset Management Policy (SAMP). Ontario municipalities are required to have Asset Management principles—such as sustainability, risk management, and continuous improvement—which are intended to guide decision-making processes, capital planning, and service delivery. Through case examples, practical approaches, and peer discussion, participants will learn about strategies to strengthen internal alignment that will enhance cross-departmental collaboration and build confidence that AMPs are actively supporting long-term organizational goals.

Benjamin Koczwarski, Principal, UrbanRe
Benjamin is a municipal asset management specialist with over a decade of experience helping Ontario municipalities build practical, regulation-compliant asset management systems. Through coaching, training, and direct support, he guides communities through key requirements such as lifecycle costing, levels of service, and risk assessment. He is a Principal at UrbanRe, an Ottawa-based agency that also supports the integration of climate adaptation into infrastructure planning. Benjamin brings extensive experience delivering workshops, facilitating interdepartmental collaboration, and translating complex data into clear, actionable strategies for staff and councils.
