MFOA's Submission on Landfill Assessment Methodology

The Ministry of Finance is undergoing consultations to develop a methodology for the assessment of landfills in Ontario. MFOA, in partnership with AMO, have submitted a response to these consultations. Currently, landfills are understood as being undervalued and do not reflect the real market value of the property. Landfills are unique properties because of the numerous factors that can affect their value such as active vs. inactive fill area, size of the landfill, and more. The following submission highlights important principles and issues that any new landfill assessment methodology must address.
