PART 2: Assessment and Property Tax - “Changing Landscape” Description
This intensive full-day workshop will comprehensively review current reforms to Ontario’s assessment and property tax regime. The curriculum will extend to include: changes to the property assessment and appeal process, advance disclosure protocol and the pending reassessment, reporting on and managing assessment at risk, strategic assessment base management, and responsive tax policy development and implementation. Participants will benefit from the “best practice” approach that will be taken to these subject matters allowing for more effective and efficient municipal involvement in various aspects of the assessment and property tax functions.

PART 3: Property Assessment and Taxation 201 Description
Building on the update and overview content of Property Assessment and Taxation 101 webinar (live date Feb 17, 2016), this session will provide participants with a set of specific strategies, tools and skills that can be immediately applied to the ongoing tasks and responsibilities of the municipal finance officer. We will explore the technical and mechanical elements of the property assessment and taxation system, but more importantly, we will discuss proven strategies for taking effective control of these functions in order to foster a more stable and strategically responsive tax program.

Description: Property Assessment and Taxation 201
The first half of the workshop will focus on property assessment and Assessment Base Management (ABM) and will include elements concerning:
  • The Assessment Function and the Municipality’s Role
  • Approaches to Property Valuation and Classification
  • Identifying Local Risks, Needs and Priorities
  • Designing a Locally Sensitive Assessment Base Management (ABM) Program
  • Proactive and Reactive ABM Practices
  • Remediation and Risk Mitigation Strategies
The afternoon component will address a host of critical taxation elements, including but not limited to:
  • Understanding, Measuring and Reporting Tax Changes
  • Local Tax Policy Options, Limitations and Analytical Strategies
  • Looking beyond the Residential Tax Rate; Assessing the Real Impacts of Policy Choices
  • Strategies for determining policy objectives, evaluating policy tools and predicting/ monitoring policy outcomes
  • The Administration of Tax Rebate and Reduction Programs
  • Informing and Guiding Council’s Property Tax Decision Making

Workshop participants will tackle an ambitious agenda with a mixture of structured information delivery, empirical review and discussion of locally specific tax and assessment circumstances. For the analytical and tax model elements of the content, we will employ familiar data and details into the package materials, example calculations, models, etc. in order to make complex concepts and models more accessible and digestible.
